VOLUME 5 NUMBER 1

Education is what you have left over after you have forgotten everything you have learned.

I would like to take this opportunity to express my thanks to those of you in New York who made the time for me in your busy schedule during my visit just before Christmas. That, coupled with the great people at John Jay College, has proven again that people in New York are really people.

In reply to a number of inquiries regarding visits, I travel to a number of states and regions on a regular basis and would welcome an opportunity to visit with you while in your area to answer any questions you may have regarding TSCI's services. There is no obligation. All that's required is a phone call or letter indicating a desire the next time I'm in your area.

What we've got here is a failure to communicate. Cool Hand Luke, screenplay

For the Government Contractors who have been inquiring---I do have a clearance on file but the TSCM sweeps as performed by TSCI are not accredited by the government although they are performed as near government requirements as possible. The examinations are used to identify security hazards, weaknesses and/or possible problem areas that accredited examiners will be looking for. Forewarned is forearmed.

On the other hand, government examinations do not normally include executive areas, conference rooms and other areas of proprietary concern where most security hazards and problems are detected.

Heard on Headline News this morning (8 January 1990)--The Supreme Court has found that you have no expectation of privacy when using the cordless telephones in your home (or office?). That means your conversations can be monitored without your knowledge AND consent without a court order. Does that mean that cellular phone conversations can now be legally monitored or do cellulars remain a horse of a different color? Both are private conversations; both employ a transmitter and receiver; both utilize (free) airwaves to accomplish their purpose. Do you somehow feel that when Congress "protected" cellular conversations, they got into a boat with only one oar.

On a personal note-- TSCI's continued success and growth is not only a result of the professional services and quick response provided, it is also a result of the high standards demanded by you, the professional, in the security industry. By meeting, and hopefully, exceeding your high standards, TSCI has once again exceeded the annual goals established a year ago. I anticipated a new customer increase of approximately 15-20%; the actual increase is close to 30%. A large percentage of the increase is due to your unsolicited referrals. All I can say is thank you.

Just in off the phone--Clark County, Nevada--Businesses in Clark County, Nevada have been receiving an offer from a local investigative organization offering to install a test bug to determine the effectiveness of organizations providing electronic countermeasures (TSCM) sweeps and to compare their competitors effectiveness with theirs.

Personally, I feel that we DO need an industry wide TSCM monitor (ASIS sponsored?) to establish, at least, minimum standards for organizations providing such services and to police acts such as suggested by the Nevada organization. It IS a shame that many of you are having your facilities examined by poorly equipped and trained practitioners. Even those in Clark County may wish to research qualifications of those, both in state and out of state, that are providing their services. Not everyone is as well qualified as they would lead you to believe. Simply having (a) government organizations' initials after a name does not qualify as individual.

CONSIDERATION for Clark County, Nevada Businesses--If the test transmitter radiates intelligence of any type, you may be an accomplice in violation of the Safe Streets and Crime Omnibus Act of 1968, subject to prosecution in local, state or federal courts unless EVERYONE subject to being monitored signs a consent agreement.

And finally--is business that bad in Nevada?
