History and Background


Although most businesses experience information loss to one extent or another, few, whether large or small can afford to maintain full time electronic countermeasures (debugging) capabilities due to the high cost of equipment, infrequent requirement for the service and the difficulty in locating and attracting adequately trained personnel.

As a result, TSC Inc. was formed in 1982 to support the Houston, TX, business community's specialized security needs. TSCI's prime area of expertise now, as then, is in the Technical Surveillance Countermeasures (TSCM) ( also known as debugging) segment of security. Although we have expanded our services over the years to include such associated activities as preconstruction consulting, physical security evaluations, information loss detection and prevention and government contract and commercial sector pre-employment and background investigations, TSCI's primary consideration is still our commitment to provide the highest quality TSCM services available.

Now located in Carrollton, Georgia (near Atlanta), TSCI continues to provide our specialized security support to its clients throughout the United States (in Arizona, California, Colorado, Connecticut, Florida, Georgia, Illinois, Indiana, Maryland, Massachusetts, Minnesota, Nevada, New Mexico, New York, Ohio, Rhode Island, Texas, Virginia, Washington, D.C., Wisconsin, Puerto Rico) and in foreigh countries (to include Hong Kong, Macau, Mexico, Equador, etc.).

Description of Services Technical Surveillance Countermeasures (TSCM) Survey

  1. During the performance of a technical surveillance countermeasures survey, the following evaluations are performed:
    1. A radio frequency (RF) examination of the frequency spectrum from 10 KHz to 3.0 GHz. RF signals detected are examined to insure that any AM, FM, SSB, video or sub -carrier signals detected are valid commercial or private signals and that they do not originate from within the area serviced.
    2. An electronic examination of the telephone and lines to detect any audio which would indicate an unauthorized listening device or modification to the telephone instruments.
    3. A thorough electronically enhanced physical examination of the area to locate any items or devices not detected during the radio and telephone portions of the examination.
    4. A check for structure borne audio and excess wiring which might provide a fortuitous avenue of attack.
  2. The technical surveillance countermeasures survey performed is intended to draw conclusions only pertaining to the services performed and cannot be relied upon to disclose procedural irregularities or illegal acts committed by persons authorized or having access to the serviced area. The overall effectiveness of the examinations performed may be impacted by the existing technical limitations imposed by the equipment, time constraints and the degree of confidentiality afforded by you.

PROFESSIONAL EXPERIENCE

1986-PRESENT: President, TSC Inc., a Georgia based organization providing Electronic Countermeasures (TSCM) Surveys, TSCM training, physical security and pre construction evaluations and other related services to the government and private sector nationwide.

1985-1986: Manager, Technical Surveillance Countermeasures Services, Winkelmann Countermeasures Inc. Marketed and performed electronic Countermeasures on a local and national level.

Developed a Countermeasures training program of two weeks duration designed to develop the skills necessary for personnel to provide a professional Countermeasures service to customers or employers.

Provided initial input and follow up assistance on the design of the Countermeasures training facility.

Provided guidance and direction to Fortune 500 organizations in establishing their Countermeasures programs and requirements.

Performed initial and follow-up contact with government organizations in matters pertaining to Countermeasures equipment, services and training.

1983-1985: Technologist, EG&G Inc., a Fortune 500 company and prime contractor with the Department of Energy. Provided electronic Countermeasures survey service to the Department of Energy (DOE), organizations involved in nuclear development and research, and select U.S. Congressional and U.S. Senate committees and sub-committees. Provided Countermeasures (TSCM) and counter-intelligence training to DOE personnel at over 35 locations.

1981-1983: Physical Security Specialist (GS-11), NASA, Johnson Space Center, Houston, TX. Provided TSCM services and coordinated TSCM related activities with the Department of Defense and NASA in sensitive and classified space shuttle and space programs related areas. Provided protective security to Astronauts and their families as well as the Space Shuttle and specially modified 747 carrier aircraft. Performed other specialized investigative and security related activities.

1980-1981: Division Chief, Technical Services Division, District 8, Air Force Office of Special Investigations, Maxwell AFB, AL. Coordinated and provided TSCM services within a seven state area of responsibility as well as supporting USAF/DOD TSCM and investigative activities worldwide. Coordinated and provided technical assistance (audio, video, wiretap, etc.) to approved criminal and counter-intelligence investigations. Performed criminal investigations. Served on the staff of the District Commander. Initiated a program of, and provided briefings to military organizations and key command personnel on the foreign threat to the Air Force and the United States.

1972-1981: Served in positions of increasing responsibility within the U S Air Force Office of Special Investigations, to include the position of Division Chief when qualified or authorized personnel were not present.

1958-1972: Served in positions of increasing responsibility within the U S Army and U S Air Force electronic equipment maintenance, ground-to-air communications and long distance communications radio equipment organizations.

Meritorious Service Medal, three Air Force Commendation Medals and numerous other awards and letters of commendation and appreciation.
